 New devices connected to Ucell mobile communication from 11/01/2019 should be registered on their own (free of charge until 12/01/2019).

 New devices connected to Ucell mobile communication from 12/01/2019 should be registered on a paid basis on their own.

General information
  • What is an IMEI code?

    IMEI - serial number of a mobile device, consisting of 15 digits and allocated by GSMA, as well as identifying in the network of a mobile operator GSM/UMTS/LTE standard. An IMEI code is available on all mobile devices that support the operation of SIM cards, and is assigned to each SIM card slot separately. If a mobile device has two or more SIM card slots, then it has two or more IMEI codes.
    The IMEI code can be displayed on the device’s display by typing *#06# on the device’s keyboard. Also, this code is applied on the packaging of the device, in the warranty card and on the sticker under the battery of some devices.

  • What is the registration of subscriber devices and why you should pass it?

    Based on the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated September 17, 2019 No. 778 “On the procedure for registering mobile devices used, imported and produced for sale or personal use in the territory of the Republic of Uzbekistan”, a procedure was developed for introducing a registration system for IMEI codes of GSM standard mobile devices.

  • Steps for registering mobile devices

    From April 1, 2019 until November 1, 2019 automatic registration of mobile devices. You must activate each SIM slot of the mobile device.

    From November 1, 2019 until December 1, 2019, self-registration begins (free of charge)

    On December 1 of this year, self-registration begins on a paid basis

    From December 1, from the moment of the first network event (within 30 calendar days), the amount of the fee is 20% of the BCV (basic calculated value).

  • During what period is it necessary to register the IMEI code of a mobile device?

    Within 30 calendar days after the first network event was completed by a mobile device in the network of a mobile operator.

  • How to check the status of the IMEI code of a mobile device?

    Check the status of the mobile device:
    1. On the official website of the unified database UZIMEI - www.uzimei.uz;
    2. By sending an SMS message to the number 1170;
    3. Through the USSD request *1170#.

  • What does it mean to have two or more IMEI codes on a mobile device?

    The presence of two or more IMEI codes on a mobile device means that this mobile device supports two or more SIM cards that can be simultaneously served by two or more telecom operators.

  • Where can I register a mobile device?

    From November 1 of this year, registration will be possible:

    1. On the website of the system operator (www.uzimei.uz);

    2. Via SMS and USSD request (*1170#);

    3. Through the Unified portal of interactive public services of the Republic of Uzbekistan (EPIGU: www.my.gov.uz)

    4.At the operator of the UZIMEI system;

    5. In points of postal service.

    Registration of the IMEI code is carried out once, regardless of the change of SIM-card.

  • What documents are required to register an IMEI code of a mobile device by an individual?

    To register mobile devices, an individual provides:
    • a questionnaire filled out indicating the brand, model, quantity and IMEI codes of imported mobile devices to the territory of the Republic of Uzbekistan;
    • when applying in an explicit manner - a citizen's passport for making a copy by the System Operator or the System Registrar;
    • via SMS and USSD requests - the subscriber sends an SMS message or USSD request to the special number containing the IMEI code of the registered mobile device and the applicant’s PIN I;
    • on the site of the System Operator - the subscriber indicates the IMEI code of the registered mobile device, PIN I and the applicant’s phone number.

    Recommendations for the purchase of mobile devices.
    In order to avoid misunderstandings, it is recommended to use the service of checking the status of the IMEI code/codes of a mobile device when purchasing on the official UZIMEI website - (www.uzimei.uz) or using the USSD request *1170#.

  • What to do if a mobile device is lost or stolen?

    To search for a stolen or lost phone, you need to contact the IAA with a statement stating the manufacturer, model and IMEI-code/codes of the mobile device, as well as documents confirming the identity of the subscriber.

  • How to check for registration yourself?

    In order to find out the IMEI code of your device, you need to dial *#06# on your phone and enter the IMEI code of the device to check its registration at https://uzimei.uz or send a USSD request to *1170#. More on the website: https://uzimei.uz.

  • How to register if I bought a new mobile device or bought a used device?

    In case of purchasing a mobile device abroad, it is necessary to check the IMEI code of the device via USSD *#06# and register:
    1. Through SMS and USSD requests (*1170#);
    2. On the website of the system operator (www.uzimei.uz);
    3. Through the Unified portal of interactive public services of the Republic of Uzbekistan (EPIGU: www.my.gov.uz)
    4. At the operator of the UZIMEI system;
    5. In points of postal service.

    If you purchased a used device, you need to check the status (IMEI code) of the mobile device:
    1. By sending an SMS message (IMEI code) to the number 1170;
    2. Through the USSD request *1170#.
    3. On the official website of the unified database UZIMEI www.uzimei.uz;

  • I received an SMS that the IMEI of my device is not unique. What does it mean?

    This means that the IMEI code (international identifier for each subscriber unit) of your device is duplicated.
    The manufacturer of the subscriber device assigns a unique/original identification code (IMEI code) to its device. However, in world practice there are cases of manufacturing pirated versions of original devices. They may have a non-unique IMEI code, exactly the same as the original device.
    In the networks of telecom operators, there may be subscriber devices with the same IMEI code. Such IMEI codes are called non-unique or duplicate.
    According to the requirements of the legislation of the Republic of Uzbekistan, from December 1, 2019, devices with non-unique IMEI codes are not subject to registration. At the same time, if you registered such a device earlier in the Ucell network, they will work.

    The IMEI code database consists of four lists:
    • white - registered codes; use of mobile communication services is permitted;
    • black - unregistered codes; use of mobile communication services is prohibited;
    • gray - the code is not included in the white or black lists, but access to mobile communication services is allowed for a period not exceeding 30 calendar days from the moment of the first network event;
    • linked white — the codes are cloned or not recognized, but are automatically registered with a bunch of IMEI code with the subscriber's phone number (IMEI - MSISDN) before November 1, 2019, or are new mobile devices that meet the requirements established by GSMA with the IMEI code entered in IMEI code database with another mobile device.

  • What happens after registering a mobile device?

    Registration by IMEI does not imply a name binding to the owner, i.e. after registering IMEI, the mobile device will work with all mobile operators of the Republic of Uzbekistan. When buying, you must check the IMEI code of the device. This applies to both new and used smartphones. If there is no IMEI code, then this is a “gray” smartphone and it is not recommended to buy it, because you will not be able to use it. It is not possible to register the phone independently in this case, because it must be done by the importer or manufacturer.

  • What happens if I do not register within 30 calendar days? (resident and non-resident)?

    After the registration expires, the mobile device will be blacklisted and blocked. For removal from the black list, the amount of payment will be 25% of the minimum amount (base calculated value).

  • Who can I contact for more information?

How to Register

1. If you purchased a new mobile device, you need to check the status of the IMEI code and for this you need:

- Send a request on your device *#06#, write down the 15-digit IMEI code and check with the following steps:
- Send a 15-digit code by SMS to the short number 1170;
- Dial USSD request *1170# and follow the instructions;
- On the website: www.uzimei.uz ;
- Through the Unified portal of interactive public services of the Republic of Uzbekistan www.my.gov.uz;
- At the operator of the UZIMEI system;
- In points of postal service.

2. If the device was purchased abroad (brought), then within 30 days you can use the device without registration. You must register your mobile device within 30 days. To do this, dial USSD *#06# and write down the 15-digit IMEI code, and then register the IMEI code in one of the following ways:

1. On the website: www.uzimei.uz
you must specify:
- 15-digit IMEI code of the registered mobile device;
- Applicant’s PIN I*.

2. Via SMS request
- send a 15-digit code and PIN I of the applicant to 1170 by SMS

3. Through a USSD request
- dial *1170#, indicate the 15-digit code and PIN I of the applicant

4. At the operator of the UZIMEI system
When applying in an explicit manner, you must provide:
- citizen's passport for making a copy by the System Operator or the System Registrar.

5. In points of postal service
When applying in an explicit manner, you must provide:
- a questionnaire filled out indicating the brand, model, quantity and IMEI codes of imported mobile devices to the territory of the Republic of Uzbekistan;
- passport of a citizen.

*PIN I – personal identification number of an individual. It consists of 14 digits. It can be determined by the passport of an individual.
