In “COSCOM” LLC (Ucell trademark), having read the publication published on the website of the Agency for the Protection of Consumer Rights under the Antimonopoly Committee of the Republic of Uzbekistan, he considers it necessary to clarify the material under the title “Install the application, rub the lamp and get prizes!”.
 
Ucell started to eliminate the identified technical failure in the operation of the Al-Chiroq mobile application provided on the basis of the content provider “First IT-Group” LLC on the same day, namely September 30, 2020.
 
On October 5, 2020, by the time a second call from a Ucell subscriber arrived to the Company's Call Center with a complaint about the operation of the Al-Chiroq service, the measures to eliminate the technical failure were successfully completed by the content provider and the operation of the Al-Chiroq application was fully restored. volume.
 
Ucell, as a responsible market player, after eliminating technical failures, started checking charges for the Company's subscribers who used this mobile application from 09/30/2020 to 10/05/2020 to carry out recalculation.
 
From October 6 to October 9, 2020, Ucell carried out an analysis and all the necessary procedures for the recalculation, during which it was revealed that 337 975 Ucell subscribers used this application during the elimination of the technical failure in the operation of the Al-Chiroq application. Funds in the amount of 97 432 379.33 soums written off from the accounts of these subscribers were returned to subscribers from Ucell by the end of the day on 09.10.
 
About the return of more than 97 million soums to 337,975 subscribers to the Agency for the Protection of Consumer Rights under the Antimonopoly Committee of the Republic of Uzbekistan became aware only on November 6 from a response letter from Ucell to the request of the Agency for Protection of Consumer Rights under the Antimonopoly Committee of the Republic of Uzbekistan, received by Ucell on 11/02/2020.
At the same time, on November 19, the company additionally submitted to the Agency for the Protection of Consumer Rights under the Antimonopoly Committee of the Republic of Uzbekistan documents on 6,377 pages confirming the return of funds to each subscriber.
 
Thus, the statement of the Agency for the Protection of Consumer Rights under the Antimonopoly Committee of the Republic of Uzbekistan that “In the course of resolving the issue by the Agency for the Protection of Consumer Rights, 337,975 subscribers of the Company who could not participate in the Promotion (from September 30 to October 4, 2020), due to a system failure, the debited funds were returned in full, and this is 97 432 379.33 soums" is distorted, since in fact Ucell recalculated and returned funds to its subscribers even before receiving a request from the Agency on November 2, 2020 on consumer protection under the Antimonopoly Committee of the Republic of Uzbekistan.
