Statement on the results of registration of IMEI codes of mobile devices



In accordance with the Resolutions of the Cabinet of Ministers dated October 22, 2018 No.PKM-847 "On measures to streamline the accounting system of mobile devices in the Republic of Uzbekistan" and dated September 17, 2019 No. 778 "On approval of the Regulations on the procedure for registering mobile devices used imported and produced for sale or personal use on the territory of the Republic of Uzbekistan ”, a system for registering IMEI codes of mobile devices has been introduced. This system is used in many countries. The main goal is to protect consumer rights, prevent the import into the republic and trade in low-quality mobile devices.
  
The procedure for registering IMEI codes of mobile devices is determined, according to which individuals can perform online registration (via the website, the Single portal of interactive government services, via SMS / USSD request) or contact the registration offices.
 
To register IMEI codes of mobile devices, individuals must provide passport data, phone number and IMEI code of a mobile device.
  
In order to verify compliance with the norms of duty-free import of goods provided for registration of mobile devices established by the State Customs Committee of the Republic of Uzbekistan, information on crossing the customs border of the Republic of Uzbekistan by a citizen on the basis of passport data is checked.
  
To carry out such a procedure, an electronic exchange of information has been organized between the System Operator and the State Center for Personalization under the Cabinet of Ministers of the Republic of Uzbekistan. But due to the lack of direct contact between the user and the person as a result of registration in a remote or online mode, it is impossible to determine whether these passport data were provided by the citizen himself - the passport holder, or by another person. In this regard, there are currently cases of registration of IMEI codes of mobile devices based on the passport data of third parties.
  
In order to prevent illegal registration of mobile devices on the basis of passport data of third parties and identification of persons carrying out this illegal activity, the System Operator works in cooperation with law enforcement agencies.
  
In accordance with clause 2 of the Resolution of the Cabinet of Ministers of October 22, 2018 No.PKM-847 "On measures to streamline the accounting system of mobile devices in the Republic of Uzbekistan", the Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan is determined by the authorized body in the field of registration and use of identification codes of mobile devices, creation and improvement of the regulatory framework in this direction.
 
In accordance with this, the System Operator - the State Unitary Enterprise "Republican Center for Telecommunications Networks Management of Uzbekistan" introduced a verification algorithm into the registration system of mobile devices for registering IMEI codes of mobile devices based on the passport data of individuals, reducing the number of cases of illegal use of personal third party data (passport data and phone number) by unauthorized persons. Now, when registering the IMEI code / codes, the subscriber number used by individuals when registering the IMEI code / device codes must be registered with the local mobile operator in the name of the applicant.
  
According to a study by the International Telecommunications Union and the European Intellectual Property Agency, the illegal home communication device market currently has a significant share of the global market. Unfortunately, because of such cases, in most cases ordinary users suffer.
  
As noted above, as a result of this, many countries (Great Britain, France, Netherlands, Belgium, Denmark, Finland, Germany, Sweden, Norway, USA, Turkey, Azerbaijan and others) have introduced a system for registering IMEI numbers of home telephones to prevent trafficking in illegal , stolen or counterfeit home communications, increase the flow of investment in the telecommunications sector.
  
From January 1, 2019 to September 15 of this year, 58.8 thousand mobile devices were imported into the republic, and by now the volume of imports of mobile devices has grown by 7.7 times.
 
There are misleading interpretations among the population and the public about registration of mobile phones. In this regard, a number of facts can be cited. To date, about 47.14 million IMEI codes have been registered through the mobile device registration system.
 
In particular:
 
From April 1, 2019 to November 1, 2019 - 42.61 million IMEI codes in automatic mode;
 
From November 1 to December 1, 2019 - 1.47 million IMEI codes free of charge by contacting the operator;
  
From January 1 to September 15, 2020 - 3.06 million IMEI-codes on a paid basis, of which by importers - 691.1 thousand (22.5 percent), 51.5 thousand from local producers (1.7 percent), 2.323 million from individuals (75.8 percent).
  
After the implementation of the registration system for identification codes of mobile devices, from November 1, 2019 to September 15, 2020, 911,882 pieces of mobile devices were imported in the amount of $ 47.3 million.
  
Mobile devices were mainly imported from China, Vietnam, India, United Arab Emirates, Hong Kong and Kazakhstan. The number of importers has grown 2.7 times, or increased by 41 subjects compared to the same period last year.
  
The Ministry for the Development of Information Technologies and Communications of the Republic of Uzbekistan, in cooperation with representative bodies, is taking the necessary measures in cases of illegal registration of IMEI codes by individuals and will continue to work in this direction.
