The main criteria used to classify A2P SMS as international A2P SMS (hereinafter referred to as the “Criteria”) are as follows:

1. An A2P SMS sent to the Operator’s network contains information/advertising related to an international company* and/or its services/products/data and/or transactions/services/access/notifications provided/performed by an international company* (including via third parties engaged by such international company*) in relation to the Operator’s subscribers.

2. An A2P SMS sent to the Operator’s network contains a link to a web resource in a domain zone of a country different from that of the Operator.

3. Based on the alphanumeric sender ID of the A2P SMS and/or the content of the A2P SMS itself, it is impossible to identify the original sender/client of the messaging and/or the service/product/purpose/country of origin of the service/product/object to which the A2P SMS relates, or to determine whether the A2P SMS is national or international based on the above Criteria.

*An international company shall mean a company (including any representative office/subsidiary/affiliate of such company, a company operating under a common brand/trademark, or a company cooperating under a franchise agreement), which:

• is registered in a country different from that of the Operator; and/or

• conducts its activities (including through its representative offices and/or subsidiaries/affiliates) in two or more countries worldwide; and/or

• has its address/head office registered in a country different from that of the Operator; and/or

• provides services/products in respect of which A2P SMS are sent in two or more countries worldwide (including through representative offices/affiliates and/or franchise partners or entities operating under a common brand/trademark).

Based on the above Criteria, the following messages (A2P SMS) cannot be classified as national A2P SMS:

a) Messages related to international payment systems (e.g., Visa, Mastercard, AmExpress, etc.), international e-wallets and/or payment systems (e.g., WebMoney, Qiwi Wallet, etc.), international electronic payment processing platforms (e.g., PayPal, etc.), international social networks (e.g., Facebook, VKontakte, Google+, Odnoklassniki, Twitter, Instagram, Fotostrana, etc.), international OTT applications (e.g., Skype, Viber, WhatsApp, etc.), international online gaming services (e.g., World of Tanks, Gameserver, Mobitva.com, etc.), international email and/or file-sharing services, and/or search engines (e.g., Mail.ru, Yahoo, Rambler.ru, Google, Dropmefiles, Ifolder.su, Exfile.ru, etc.); and/or international taxi services (e.g., Uber, Yandex, Uklon), and/or international online stores and/or marketplaces (e.g., Amazon, eBay, Ozon, Wildberries);

b) Messages related to international online booking systems (e.g., Booking, AirBnB, etc.), foreign banks (e.g., Arab Bank) (except for financial institutions operating in the Operator’s country under a valid license issued by authorized state bodies of the Operator’s country), and international airlines (e.g., AirBaltic, etc.);

c) Messages sent (generated) by international companies (including any representative offices/subsidiaries/affiliates, companies operating under a common brand/trademark, or franchise partners) in the field of fast-moving consumer goods (e.g., McDonald's, KFC, Starbucks, Burger King, Coca-Cola, Nescafe, Zara, H&M, Adidas, L'Oréal), durable goods (e.g., Audi, Samsung, Bosch, IKEA), and services (e.g., DHL, Netflix, etc.);

d) Messages containing references to web resources in domain zones of countries different from that of the Operator;

e) Messages sent via SMS gateways (e.g., SMS-fly, TurboSMS, LetsAds, ePochta SMS, etc.);

f) Messages containing names of mobile network operators other than those registered in the Operator’s country;

g) Messages classified by the Operator as international based on the above Criteria;

h) Messages sent using international alphanumeric sender IDs.

Criteria for classifying alphanumeric sender IDs as national or international

The same Criteria described above shall be applied to classify alphanumeric sender IDs as national or international.

Based on the above Criteria, the following alphanumeric sender IDs cannot be classified as national:

a) Alphanumeric sender IDs used for sending messages related to international payment systems, social networks, OTT applications, online gaming services, email/file-sharing services, search engines, taxi services, online stores, and marketplaces;

b) Alphanumeric sender IDs used for sending messages related to international online booking systems, foreign banks, and international airlines;

c) Alphanumeric sender IDs consisting only of digits, except for numeric sender IDs used by entities registered in the Operator’s country upon prior approval by the Operator (e.g., commercial and state banks, government and municipal authorities and institutions, etc.);

d) Alphanumeric sender IDs classified by the Operator as international based on the above Criteria.
