IMEI registration
According to the new regulation, starting from December 20, 2024, individuals arriving in the country from abroad with mobile devices will be required to fill out a passenger customs declaration at the respective customs checkpoints (including air, pedestrian, vehicle and railway checkpoints). The Customs Committee has posted relevant announcements at border checkpoints.
After the declaration is completed, it is entered into the customs database. During the registration of a mobile device, the UzIMEI system verifies the presence of the declaration by cross-checking it with the border crossing data of the same individual (the system is integrated with the customs database). If the declaration is confirmed, the device registration is successfully completed.
How to fill out a declaration:
• Please provide your full name and passport details.
• On the back of the form, indicate the phone model and IMEI of the device you want to register.
Important to know:
• Mobile devices up to 2 units and worth no more than 2000 US dollars will be registered free of charge.
• If the value of the devices exceeds the specified amount, customs will determine the residual value for further registration.
Once the declaration is completed, it is entered into the customs database. The UzIMEI system checks the data and if the declaration is confirmed, the device registration will be completed successfully.
What to do if the declaration was not filled out at the border post:
• If the declaration has not been completed, a corresponding mark will be displayed on the UzIMEI website when attempting to register the device.
• In this case, you must submit an application through the website customs.uz/uz/, indicating the characteristics of the device for calculating the state duty (customs receipt order).
After paying the duty, information about the state duty will be transferred to the UzIMEI system, and you will be able to complete the registration.
Application review period:
• Standard term is 3 days. However, due to high demand, applications are currently taking up to 5 days to process (up to 10 000 requests).

IMEI - serial number of a mobile device, consisting of 15 digits and allocated by GSMA, as well as identifying in the network of a mobile operator GSM/UMTS/LTE standard. An IMEI code is available on all mobile devices that support the operation of SIM cards, and is assigned to each SIM card slot separately. If a mobile device has two or more SIM card slots, then it has two or more IMEI codes.
The IMEI code can be displayed on the device’s display by typing *#06# on the device’s keyboard. Also, this code is applied on the packaging of the device, in the warranty card and on the sticker under the battery of some devices.
Based on the Decree of the Cabinet of Ministers of the Republic of Uzbekistan dated September 17, 2019 No. 778 “On the procedure for registering mobile devices used, imported and produced for sale or personal use in the territory of the Republic of Uzbekistan”, a procedure was developed for introducing a registration system for IMEI codes of GSM standard mobile devices.

The presence of two or more IMEI codes on a mobile device means that this mobile device supports two or more SIM cards that can be simultaneously served by two or more telecom operators.

To register mobile devices, an individual provides:
• a questionnaire filled out indicating the brand, model, quantity and IMEI codes of imported mobile devices to the territory of the Republic of Uzbekistan;
• when applying in an explicit manner - a citizen's passport/ID card of citizens of the Republic of Uzbekistan for making a copy by the System Operator or the System Registrar;
• via SMS and USSD requests - the subscriber sends an SMS message or USSD request to the special number containing the IMEI code of the registered mobile device and the applicant’s PIN I;
• on the site of the System Operator - the subscriber indicates the IMEI code of the registered mobile device, PIN I and the applicant’s phone number.
Recommendations for the purchase of mobile devices.
In order to avoid misunderstandings, it is recommended to use the service of checking the status of the IMEI code/codes of a mobile device when purchasing on the official UZIMEI website - (uzimei.uz) or using the USSD request *1170#.
To search for a stolen or lost phone, you need to contact the IAA with a statement stating the manufacturer, model and IMEI-code/codes of the mobile device, as well as documents confirming the identity of the subscriber.
In case of purchasing a mobile device abroad, it is necessary to check the IMEI code of the device via USSD *#06# and register:
1. Through SMS and USSD requests (*1170#);
2. On the website of the system operator (uzimei.uz);
3. Through the Unified portal of interactive public services of the Republic of Uzbekistan (EPIGU: www.my.gov.uz)
4. At the operator of the UZIMEI system;
5. In points of postal service.
If you purchased a used device, you need to check the status (IMEI code) of the mobile device:
1. By sending an SMS message (IMEI code) to the number 1170;
2. Through the USSD request *1170#.
3. On the official website of the unified database UZIMEI uzimei.uz;
Registration by IMEI does not imply a name binding to the owner, i.e. after registering IMEI, the mobile device will work with all mobile operators of the Republic of Uzbekistan. When buying, you must check the IMEI code of the device. This applies to both new and used smartphones. If there is no IMEI code, then this is a “gray” smartphone and it is not recommended to buy it, because you will not be able to use it. It is not possible to register the phone independently in this case, because it must be done by the importer or manufacturer.
After the registration expires, the mobile device will be blacklisted and blocked. For removal from the black list, the amount of payment will be 25% of the minimum amount (base calculated value).
